I'm using the character builder, I updated it yesterday. I loaded "Living Forgotten Realms" in Campaign Settings before building, but I wanted to double check if hybrids are legal for us.

The last time hybrid rules were released it was as Debut content (that didn't specifically say it wasn't RPGA legal like the previous times), so yes hybrids are now legal. I've tried a couple combinations and they can be really fun.
