According to the IA2 update PDF, a 'Lucius Pattern' Drop pod can be taken by any space marine chapters. I thought it was relegated to Blood Angels only.

My question: why would you take anything else for your dreadnaught to ride in? barring tournament restrictions etc.

If opponents are cool with me using my drop pods as they are (for dreadnaught rides) what prohibits me from using it as a lucious pattern?

Just that it's Forgeworld rules and therefore non-standard.  I use some Forgeworld bits in my Tau force and I'm planning on getting a Lucius Pattern drop pod (and some Deathstorms!) for my Raven Guard.  I try to make up my lists so that the Forgeworld pieces are easy to swap out, and I always ask folks at the beginning of a game if they feel like playing with Forgeworld units or not.

For example, the price difference between a Lucius drop pod and a normal drop pod is exactly the same as the cost of Ironclad assault launchers.  So if my opponent isn't cool with the Forgeworld rules, my Ironclad just magically gets assault launchers.

I also wouldn't try to proxy a regular pod for a Lucius pod just to get the badass special rule.  That seems somehow tacky.

I'm sure folks would be okay with proxing it a few times to determine if you want to make the purchase.  Really, if somone constructed the pod w/o the harnesses and wanted to call it a "Lucius" I would have no issues.  Then again, if someone wanted to use a painted Girl Scout Cookie box as a Land Raider, I'd be ok with it…

Lucius patterns are supposed to have a slightly larger footprint than normal pods. That being said, I really like them. Exchanging the mounted weapon for a first turn assault is just fine by me. However, they do border on overpowered for how much they cost. Having used my normal pod as a "counts-as" in a couple of games it basically assures the fact that your dread will wipe out a squad; no one will get a chance to shoot at you (except a Inquisitor w/mystic), and it is very simple to target a squad that can't hurt you in CC.

I dunno, if your opponent is ok with the massive hurt it will put on them, why not?
